Whitney’s practice focuses on transactional, regulatory, health information privacy, reproductive health, and compliance matters for pharmacies, life-sciences companies, health care providers, commercial Medicare and Medicaid managed care organizations, and investors in the health care industry.
In addition to her core Life Sciences and Health Care practice, Whitney is also a member of the firm’s Retail & Consumer Goods group, advising clients operating in the retail pharmacy and health clinic space. Whitney also currently serves as a Volunteer Attorney with the Support Center for Child Advocates.

Selina has over fifteen years of experience in defending health care companies in high-stakes litigation, including False Claims Act cases and national class actions, and in supporting her clients’ business objectives in complex legal landscapes.
Selina’s clients view her as a trusted partner who leverages her industry knowledge and litigation experience in handling disputes and seeking to mitigate risks. Clients say that Selina has a “deep industry practice, particularly when it comes to issues facing healthcare providers,” and “pairs this experience with unflappable legal skills and a high level of efficiency.” (Legal 500, 2023)
Selina defends retail pharmacies and hospitals in qui tam / whistleblower litigation and putative class actions brought in federal courts nationwide. In over a dozen lawsuits, Selina has defended national retail pharmacy chains against challenges as to how pharmacies report their usual and customary prices, including in the context of False Claims Act cases, national putative class actions, and arbitrations.
In high-risk areas involving the False Claims Act, the Anti-Kickback Statute, and the Stark Law, Selina supports her clients in responding to government investigations and conducting their own internal investigations, including of potential whistleblower claims. Selina also helps her clients navigate business disputes related to reimbursement, including through defending and pursuing claims in arbitrations.
Selina has been named to Thomson Reuters’ Stand-Out Lawyers list (2023-2025) and recognized as an AI Visionary by Relativity (2022), among other professional honors and awards. Selina regularly speaks on topics that affect her clients’ business, such as emerging risks in pharmacy enforcement and developments related to the False Claims Act and fraud-and-abuse laws. She has also served in leadership roles for the DC Bar Health Law Section’s Steering Committee.
She is also a member of the firm’s Retail & Consumer Goods group, as well as a contributor to the firm’s working groups on the end of Chevron deference and on reproductive health. Before beginning private practice, Selina clerked in the U.S. District Court for the Eastern District of Virginia.
